Unless I find a new rear bumper, I will fail the BC vehicle inspection no matter what. Brand new ones are NLA, and good, used sedan bumpers are practically unobtainium. Also, the reason it may be running on seven cylinders is that the cam lobes have worn down.

This is also my question. I've seen people use logs as bumpers on trucks, whats wrong with that one?

Who did you hear this from? The bumper doesn’t look bad at all in the picture. Is is from someone you trust, a mechanic trying to get more work out of you, your own interpretation of the rules, etc.? Maybe whoever you take it to for an inspection will pass it, it still looks solid from here.

Ontario inspection is not what I’m concerned about. I may be moving to BC, and they’re super strict with their inspections. I know someone who failed because a handful of LEDs in their taillight were out.

See I don’t see a couple of grand there. I see maybe 2-300 bucks and some labor. And here is the question of the day - if you got that thing back into shape would you keep it for a good while? If that is the case it doesn’t matter how much it is potentially worth, it is how many smiles it is going to put on your face

I’d try to keep it for a good while. The problem is that if I move to BC, and there’s no way in hell it will pass inspection, I wouldn’t have the heart to crush it. It’s a cool piece of tin, I just don’t know if I can live with it every day.

And that bumper won’t pass? I don’t know a thing about BC inspections, and maybe the bumper is worse than it looks in pictures, but it wouldn’t be a problem here. Assuming the inspections are left up to the judgment of the guy doing it, you could probably find somebody who’ll pass it (ie, not a big chain or dealership). It comes down to how much you like the car and how long you plan to keep it.
Also, what kind of insurance policy do you have on it? If you were to hit a moose or deer or whatever, how much would you be reimbursed or how much damage would total it? Blue book, agreed value, etc?

The bumper won’t pass because the underside is a rusted and craggy. I have blue book reimbursement right now.

I’m assuming that’s where the $1,000 value comes from? I guess that’s one thing to keep in mind is in the event of an accident/theft/whatever, you’ll be out that much.
No way to hit the bottom with a wire brush or grinding wheel and repaint, or is there not enough metal? Any junkyards around (though it may be tough finding one)? New will probably be a couple hundred, so I can see why you don’t want to bother with it. It’d probably be the most expensive fix of the things you listed yesterday.

There’s not enough metal. The good news is that I have a replacement frame rail, so that takes care of the second most expensive thing. New bumpers are NLA. All the parts to fix the leaks and get the engine running right cost around $160. I figure it’s worth a shot.

Regular inspections are a breeze but I hear where you’re coming from, the out of province inspections are pretty strict.
To be honest good parts for that car would probably be easier to find in Kelowna area than they would be in Ontario. Kelowna is like the desert barely anything is rusted in that area. These old cars are more plenty full out west because they don’t rust nearly as fast.

I’ll try a compression test, then new plugs and wires if the compression test shows good compression. Finally, if that doesn’t change anything, I’m throwing in a mild cam.

What’s in that thing? I’m about an hour and a half away from you in Buffalo, and my favorite wrecking yard has a bunch of unusual old GM stuff laying around. If you ever have free time on a weekday, I’d highly recommend making the trip for parts.
